MINUTES

Minutes of the August 5, 2004 meeting were presented for approval.  A motion for approval was made by Phil Hoskins; seconded by Linda Barnett; motion passed 17-0.

 

APPROVE 2005 BASEBALL STATE CHAMPIONSHIP SITES

Commissioner Ress presented options for the 2004 Baseball State Championships, in light of the fact that Victory Field will not be available for the traditional date.  After considerable discussion, a motion to give the IHSAA staff permission to pursue available venues for the third weekend in June was made by Phil Hoskins; seconded by Bill Amerson; motion passed 16-1, with Michael Powell dissenting.

 

APPROVE 2005 BOYS AND GIRLS TRACK AND FIELD STATE CHAMPIONSHIP SITE

Assistant Commissioner Cox presented proposals from Indiana University and IUPUI to host the 2005-09 Boys and Girls Track and Field State Championships.  After discussion, a motion to award the hosting of the Boys and Girls Track and Field State Championships to Indiana University was made by Randy Barrett; seconded by Jim Feist; motion passed 17-0.

 

APPROVE 2004-05 REALIGNMENT FOR THE BOYS AND GIRLS SWIMMING AND DIVING TOURNAMENT SERIES

Assistant Commissioner Searcy presented the proposed realignment for the 2004-05 Boys and Girls Swimming and Diving Sectionals.  The realignment eliminated the use of several six lane sites, as well as equalized the numbers of participants per site.  A motion for approval was made by Bill Amerson; seconded by Roy Simpson; motion passed 17-0.

APPROVE LEVYING FINES FOR FAILURE TO ATTEND RULES INTERPRETATION MEETINGS

Commissioner Ress asked for approval to assess fines to schools when coaches did not attend mandated rules interpretation meetings.  This will be effective for the 2005-06 school year.  Options for make-up meetings will be possible.  A motion for approval was made by Roy Simpson; seconded by Patrick Mapes; motion passed 17-0.

 

APPROVE PROCEDURES FOR WRESTLING WEIGHT CONTROL PROGRAM

Assistant Commissioner Cox submitted a report outlining the wrestling weight control program for 2004-05.  A motion for approval was made by Phil Hoskins; seconded by Pam Noble; motion passed 17-0.

 

APPROVE CHANGES IN OFFICIALS RATING SYSTEM

Executive Committee member Randy Barrett presented a proposal to change the rating system that the IHSAA currently utilizes to assign officials to tournament series, by eliminating the lowest vote(s) each official receives.  A motion to table the issue to the June 2005 meeting was made by Roy Simpson; seconded by Bill Amerson; motion failed 8-9.  A motion to approve the proposal was made by Randy Barrett; seconded by Dennis Bunda; motion failed 1-17, with Randy Barrett supporting the proposal.

 

REPORT ON CHAIR OFFICIALS FOR THE BOYS TENNIS TOURNAMENT SERIES

Assistant Commissioner Wynns presented a list of 15 tennis chair officials eligible for possible use in the boys tennis tournament series.  The tournament requires the use of 10 chair officials and 1 head official.  Listed below are host site changes that have occurred since the IHSAA Fall Bulletin was printed:

 

REPORT ON OFFICIALS FOR THE CROSS COUNTRY TOURNAMENT SERIES

Associate Commissioner Craft presented a list of cross country starters eligible for the Cross Country Tournament Series.  The tournament requires the use of 32 officials. 

 

REPORT ON OFFICIALS FOR THE SOCCER TOURNAMENT SERIES

Assistant Commissioner Wynns presented a list of 262 soccer officials eligible for the soccer tournament series.  The soccer tournament series requires 192 officials at the sectional level. 

 

REPORT ON OFFICIALS FOR THE VOLLEYBALL TOURNAMENT SERIES

Assistant Commissioner Searcy submitted the names of volleyball officials who have applied to work the volleyball tournament series.  The volleyball tournament series requires 128 officials at the sectional level.

 

REPORT ON OFFICIALS FOR THE FOOTBALL TOURNAMENT SERIES

Assistant Commissioner Cox presented a list of 158 football crews eligible for the Football Tournament Series. 

 

PRELIMINARY PLANS FOR BOYS BASKETBALL TOURNAMENT

Associate Commissioner Craft reported on the preliminary plans for the 2004-05 Boys Basketball Tournament Series. 

 

PRELIMINARY PLANS FOR GIRLS BASKETBALL TOURNAMENT

Assistant Commissioner Wynns reported on the preliminary plans for the 2004-05 Girls Basketball Tournament Series. 

 

TRANSFERS

Associate Commissioner Craft reported on transfers that have been ruled on for the 2004-05 school year.  This report included the following actions as of October, 2004:

SPORTSMANSHIP

Assistant Commissioner Wynns reported the Association has received 251 unsportsmanlike conduct reports from officials working contests this fall.  This is a slight decrease over last year’s report at this time.  Assistant Commissioner Wynns also reported that 2004-05 sportsmanship kits have been sent to member schools.  The IHSAA Office is receiving numerous Exemplary Sportsmanship Reports from officials and school administrators. 

 

NATIONAL FEDERATION SECTION IV MEETING

Commissioner Ress reported on the Section IV meetings hosted by the Wisconsin High School Association, on September 23-24, 2004.  Issues that were discussed included the NFHS Strategic Plan, participation rules as they relate to coaching out of season, foreign exchange student eligibility, and public/private competition. 

 

MIDWEST OFFICIALS MEETING

Assistant Commissioner Wynns presented a report of the recent Midwest Official’s Meeting in Brooklyn Center, Minnesota.  State Association personnel meet on an annual basis to discuss issues pertaining to the administration of official’s programs in their states.  Topics discussed during this year’s meeting included the NFHS officials education program, and Michigan’s “Train the Trainer” program.  The seminar also included a demonstration of Minnesota’s officials technology.

 

LITIGATION

Attorney Robert Baker updated the Executive Committee on the current status of pending litigation against the Association.

 

PENALTIES ASSESSED

The following penalties were assessed for various violations of the IHSAA By-Laws:

 

Beech Grove High School – Commissioner Ress reported the following action as a result of a violation of Rule 9-16 (Coach removed boys’ soccer team f/field with 25:30 left in match)

1.       The Beech Grove High School boys’ soccer program is issued a warning. 

2.       Coach Bill Cincebox is severely reprimanded for removing the team from the field. 

3.       The IHSAA accepts and supports the suspension of Coach Cincebox as an appropriate action by the administration of Beech Grove High School. 

4.       The administration of Beech Grove High School is commended for its reporting and handling of this matter.

 

Brown County High School – Commissioner Ress reported the following action as a result of a violation of Rule 9-16 (Coach removed freshman f’ball team f/field prior to half-time of game)

1.       The Brown County High School football program is issued a warning. 

2.       Coach Danny Tieken is severely reprimanded for removing the team from the field due to his dissatisfaction with the officiating and his unhappiness with the players in uniform for Indian Creek.  The contract between the schools did not specify that Indian Creek would be fielding a freshman team.

3.       The IHSAA accepts the sanctions you have placed on Coach Tieken by Brown County Administrators.

4.       The administration of Brown County High School is commended for its reporting and handling of this matter.

 

Columbus East High School – Commissioner Ress reported the following action as a result of a violation of Rule 111-4 (Volleyball player exceeded the five game limit).

1.       The Columbus East High School volleyball program is issued a warning. 

2.       Coach Faith Wilder-Newland is reprimanded for permitting this violation to occur. 

3.       The varsity match versus Columbus North High School, in which the student athlete exceeded the five game limit, shall be forfeited in accordance with rule 3-9 of the IHSAA By-Laws.

4.       Participation in six games shall count as two matches for the student athlete.

5.       The administration of Columbus East High School is commended for its reporting and handling of this matter.

 

East Noble High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-1.2a (Volleyball c. approved players part. in intramurals during season).

1.   The East Noble High School volleyball program is issued a warning.  

2.   Coach Mary Worman is reprimanded for causing this violation to occur.  

3.   In lieu of suspending the student athletes, the IHSAA accepts and supports the suspension of Coach Worman as an appropriate response to this violation.   

4.   The administration of East Noble High School is commended for its reporting and handling of this matter.

 

Evansville Reitz High School – Commissioner Ress reported the following action as a result of a violation of Rule 54-3.1 (Ninth grade football players were allowed to play 5 quarters per wk).

1.   The Evansville Reitz High School football program is issued a warning.  This warning is official notice that an illegal act has occurred, is a matter of record, and shall not be repeated.

2.   The games in which any player participated in a fifth quarter (excluding kicking downs) during a week at the sub-varsity level shall be forfeited in accordance with Rule 3-9 of the IHSAA By-Laws.

3.   The administration of Evansville Reitz High School is commended for its reporting and handling of this matter.

 

Forest Park High School – Commissioner Ress reported the following action as a result of a violation of Rule111-5 (Volleyball team scrimmaged KY school during week of Aug 2).

1.       The Forest Park High School volleyball program is placed on probation through August 13, 2005.  This probation is a more severe type of warning. 

2.       Coach Jamie Giesler is severely reprimanded for causing these violations to occur.   

3.       Forest Park High School volleyball team shall not be allowed to participate in any scrimmage with another school prior to the 2005 volleyball season.

4.       The administration of Forest Park High School is commended for its reporting and handling of this matter.

 

Fort Wayne South Side – Commissioner Ress reported the following action as a result of a violation of Rule 9-13 (Volleyball coach conducted Sunday practice in lieu of Labor Day practice).

1.   The Fort Wayne South Side High School volleyball program is issued a warning. 

2.   Coach Dishondra Goree is reprimanded for conducting a Sunday practice session in direct violation of Rule 9-13. 

3.   The administration of South Side High School is commended for its reporting and handling of this matter.

 

Franklin County High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.3b(3) (Volleyball coach conducted open facility session after deadline).

1.       The Franklin County High School volleyball program is issued a warning. 

2.       Coach Judy Conwell is reprimanded for conducting an open facility session at a time when open facility programs should not be operating. 

3.       The administration of Franklin County High School is commended for its reporting and handling of this matter.

 

Heritage Christian High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-1.2c (Boys’ soccer team practiced against two alumni).

1.   The Heritage Christian High School boys’ soccer program is issued a warning. 

2.   Coach Dave Olsen is reprimanded for allowing this violation to occur. 

3.   The administration of Heritage Christian High School is commended for its reporting and handling of this matter.

 

Knox High School – Commissioner Ress reported the following action as a result of a violation of

Rule 111-4 (Volleyball player exceeded the five game limit).

1.       The Knox High School volleyball program is issued a warning. 

2.       Coach Jake Skelly is reprimanded for permitting this violation to occur. 

3.       The varsity match versus Bremen High School, in which the student athlete exceeded the five game limit, shall be forfeited in accordance with rule 3-9 of the IHSAA By-Laws.

4.       Participation in six games shall count as two matches for the student athlete.

5.       The administration of Knox High School is commended for its reporting and handling of this matter.

 

LaPorte High School – Commissioner Ress reported the following action as a result of a violation of

Rule 15-1.2a (B. soccer player participated on non-school team during contest season).

1.   The LaPorte High School boys’ soccer program is issued a warning. 

2.   The student athlete involved in this violation shall be suspended for the equivalent of two soccer matches of the 2004-05 season.

3.   The administration of LaPorte High School is commended for its reporting and handling of this matter.

 

Lawrence Central High School – Commissioner Ress reported the following action as a result of a violation of Rule 111-4 (Volleyball player exceeded the five game limit).

1.   The Lawrence Central High School volleyball program is issued a warning. 

2.   Coach Doug Martin is reprimanded for permitting this violation to occur. 

3.   The varsity match versus Perry Meridian High School, in which the student athlete exceeded the five game limit, shall be forfeited in accordance with rule 3-9 of the IHSAA By-Laws.

4.   Participation in six games shall count as two matches for the student athlete.

5.       The administration of Lawrence Central High School is commended for its reporting and handling of this matter.

 

Mishawaka High School – Commissioner Ress reported the following action as a result of a violation of Rules 19-7 & 50-1 (Foreign student without eligibility played in soccer match without ten practices).

1.   The Mishawaka High School boys’ soccer program is issued a warning. 

2.   Coach Chris Blaisdell is severely reprimanded for causing multiple violations to occur.  Violation of Rule 50-1 is especially serious because is creates potential liability issues for everyone that is involved.

3.   The procedures outlined in Rule 3-9 of the IHSAA By-Laws should be followed including the notification of South Bend St. Joseph’s of this infraction.

4.   The IHSAA accepts and supports the suspension of Coach Blaisdell as an appropriate response in these violations.

5.   The administration of Mishawaka High School is commended for its reporting and handling of this matter.

 

New Albany High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.4 (Cross Country coach provided transportation for runners during moratorium week).

1.   The New Albany High School cross country program is issued a warning. 

2.   Coach Paul Hamilton is reprimanded for causing this violation to occur.  There is no acceptable excuse for Coach Hamilton to have direct contact by providing transportation for student athletes during the moratorium week.

3.   The IHSAA accepts your recommendation that the penalty for this violation be assessed to the coach rather than the student athletes.  Therefore, Coach Hamilton shall be suspended from the first two cross country meets of the 2004-05 season.

4.   The administration of New Albany High School is commended for its reporting and handling of this matter.

 

New Washington High School – Commissioner Ress reported the following action as a result of a violation of Rule 111-4 (Volleyball player exceeded the five game limit).

1.   The New Washington High School volleyball program is issued a warning. 

2.   Coach Gary Graham is reprimanded for permitting this violation to occur. 

3.   In accordance with rule 3-9 of the IHSAA By-Laws, Shawe Memorial High School must be notified of this incident.  If New Washington was victorious in the varsity match, said match shall be forfeited.

4.   Participation in six games shall count as two matches for the student athlete.

5.   The administration of New Washington High School is commended for its reporting and handling of this matter.

 

Noblesville High School – Commissioner Ress reported the following action as a result of a violation of Rule 9-13 (Girls’ golf coach attended Sunday practice @ The Legends Golf Course).

1.   The Noblesville High School girls’ golf program is issued a warning. 

2.   Coach Lynn Milburn is reprimanded for participating in a Sunday practice session at the Legends Golf Course in direct violation of Rule 9-13. 

3.   Coach Milburn may attend the girls’ state golf championships, but she may not be on the course during state competition. 

4.   The administration of Noblesville High School is commended for its reporting and handling of this matter.

 

Oak Hill High School – Commissioner Ress reported the following action as a result of a violation of Rule 111-4 (Volleyball player exceeded the five game limit).

1.   The Oak Hill High School volleyball program is issued a warning. 

2.   Coach Denny Crum is reprimanded for permitting this violation to occur. 

3.   The varsity match versus Taylor High School, in which the student athlete exceeded the five game limit, shall be forfeited in accordance with rule 3-9 of the IHSAA By-Laws.

4.   Participation in six games shall count as two matches for the student athlete.

5.   The administration of Oak Hill High School is commended for its reporting and handling of this matter.

 

Park Tudor High School – Commissioner Ress reported the following action as a result of a violation of Rule 9-16 (Boys’ soccer coach refused to play match due identify of middle official).

1.   The Park Tudor High School boys’ soccer program is issued a warning. 

2.   Coach Aaron James is severely reprimanded for refusing to allow his team to compete due to his dislike of one of the officials.  Removing a team from the field is never an appropriate or acceptable solution.

3.   The boys’ varsity soccer match versus Indianapolis Cathedral High School shall be forfeited.

4.   The IHSAA accepts and supports the sanctions placed on Coach James including his suspension.

5.   The administration of Park Tudor High School is commended for its reporting and handling of this matter.

 

Perry Meridian High School – Commissioner Ress reported the following action as a result of a violation of Rule 9-16 (Coach removed girls soccer team from field with approximately 18 min. left in match).

1.   The Perry Meridian High School girls’ soccer program is issued a warning. 

2.   Coach Amy Williams is severely reprimanded for removing the team from the field.  It is never an appropriate action to remove a team from the field due to dissatisfaction with any aspect of the official’s performance.

3.   The administration of Perry Meridian High School is commended for its reporting and handling of this matter.

 

Pike High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-1.1a (Two boys cross country runners participated in non-school sponsored meet during season).

1.   The Pike High School boys’ cross country program is issued a warning. 

2.   The student athletes who participated in this non-school sponsored cross country event shall be suspended for two meets.

3.   The administration of Pike High School is commended for its reporting and handling of this matter.

 

Princeton High School – Commissioner Ress reported the following action as a result of a violation of Rule Football Scrimmage Rule Violation (Asst. football coach scouted scrimmage).

1.   The Princeton High School football program is issued a warning. 

2.   Assistant Coach Brad Ridgely is reprimanded for causing this violation to occur.  There is no acceptable excuse for Coach Ridgely to be in attendance at another school’s scrimmage.

3.   The rule banning scouting at scrimmages is in place at the request of the Indiana Football Coaches Association, an organization that I assume includes your coaches as members.

4.   The administration of Princeton High School is commended for its reporting and handling of this matter.

 

Shelbyville High School – Commissioner Ress reported the following action as a result of a violation of Rule 3-10 (Three boys’ soccer players participated w/o “Consent & Release Certificate”).

1.   The Shelbyville High School boys’ soccer program is issued a warning. 

2.   Shelbyville High School must takes whatever steps are necessary to prevent future, similar incidents from occurring.  This is a health and safety issue and it is absolutely imperative that “Consent & Release Certificates” be on file for all student athletes prior to their participation.

3.   The administration of Shelbyville High School is commended for its reporting and handling of this            matter.

 

Southmont High School – Commissioner Ress reported the following action as a result of a violation of Rule 3-10 (Girls golfer participated without “Consent & Release Certificate”).

1.   The Southmont High School girls’ golf program is issued a warning. 

2.   Coach Terry Kendricks is reprimanded for allowing this violation to occur.  This is a health and safety issue and it is absolutely imperative that “Consent & Release Certificates” be on file for all student athletes prior to their participation.

3.   In accordance with Rule 3-9 of the IHSAA By-Laws, the team scores must be recalculated to reflect the forfeiture of the eligible golfer.

4.   The administration of Southmont High School is commended for its reporting and handling of this matter.

 

Southmont High School – Commissioner Ress reported the following action as a result of a violation of Rule 54-4 (Football practices on 8/2 & 8/3 were held with less than 2 hour break between sessions).

1.   The Southmont High School football program is issued a warning. 

2.   Coach Mike Gottsch is reprimanded for causing this violation to occur.  

3.   The administration of Southmont High School is commended for its reporting and handling of this matter.

 

Southwestern (Hanover) High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Student athletes in soccer & c-country participated when academically ineligible).

1.   The Southwestern High School athletic program is issued a warning. 

2.   The student athletes involved are ineligible for any further competition until they meet IHSAA academic standards and grades are certified following the end of a grading period.

3.   In accordance with Rule 3-9 of the IHSAA By-Laws, the schools against whom these student athletes participated has been notified of the situation and an appropriate resolution has occurred.  Cross country scores must be recalculated after removing the ineligible runner from the results; soccer matches must be forfeited. 

4.   The administration of Southwestern High School is commended for its reporting of this matter.

 

Tippecanoe High School – Commissioner Ress reported the following action as a result of a violation of Rule 111-4 (Volleyball player exceeded the five game limit).

1.   The Tippecanoe Valley High School volleyball program is issued a warning. 

2.   Coach John Hutton is reprimanded for permitting this violation to occur. 

3.   The varsity match versus Wawasee High School, in which the student athlete exceeded the five game limit, shall be forfeited in accordance with rule 3-9 of the IHSAA By-Laws.

4.   Participation in six games shall count as two matches for the student athlete. 

5.   The administration of Tippecanoe Valley High School is commended for its reporting and handling of this matter.

 

Warren Central High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-1.2a (Two boys soccer players participated in non-school sponsored match during season).

1.   The Warren Central High School boys’ soccer program is issued a warning. 

2.   The student athletes involved in this violation shall be suspended for the next two soccer matches.

3.   The administration of Warren Central High School is commended for its reporting and handling of this matter.

 

Whiteland High School – Commissioner Ress reported the following action as a result of a violation of Rule 9-16 (Coach removed girls soccer team from field with 8:37 left in match).

1.   The Whiteland High School girls’ soccer program is issued a warning. 

2.   Coach Rob Merchant is severely reprimanded for removing the team from the field due to his dissatisfaction with the officiating.  Removing a team from the field prior to the end of a match is never an appropriate or acceptable solution.

3.   The IHSAA accepts and supports the sanctions placed upon Coach Merchant including a suspension.

4.   The administration of Whiteland High School is commended for its reporting and handling of this matter.
